Your help is urgently needed to stop Texas from overturning its law banning the sale of horsemeat for human consumption.

UPDATE:  

(June 1, 2003) Texas Senate Rejects Efforts to Decriminalize Horse Slaughter.  State law prohibiting the sale and possession of horsemeat for human consumption is upheld.  Senate offices have reported that they received more calls opposing horse slaughter than all other issues combined during this session!

The Senate is not going to concur with the House amendment placed on SB 1413 to repeal Chapter 149 of the Texas Agriculture Code, legalizing horse slaughter for human consumption.   However, this means SB 1413 will go to a Conference Committee to further determine whether the House amendment is approved or rejected.  Senator Bob Deuell, the Senate chairman of the Conference Committee has pledged not to allow the Repeal of the Chapter 149 of the Ag Code or the Representative Betty Brown language legalizing horse slaughter on his bill - SB 1413.  We owe Senator Deuell our support and thanks for his decision and strong leadership to reject the legalization of horse slaughter and the sale of horse meat as a part of SB 1413. Time is running out, please call as many of the Senators as possible urging they oppose this horrible Amendment.

Please help protect horses from unnecessary suffering by writing letters in opposition to legislation that would legalize horse slaughter in Texas. Though the state prohibits it, two plants in Texas have flouted the law and are slaughtering horses. These are the only plants slaughtering horses in the United States. The two Texas plants, both foreign owned, slaughter live horses, process their meat, and ship it to France, Belgium, Germany and Japan for human consumption in those countries.

What you can do:

The Texas Legislature is expected to act at any time so please contact as many members of the Senate as possible and ask them to OPPOSE Amendment #2 to SB 1413 decriminalizing horse slaughter. Please express your outrage at the suffering being inflicted upon our horses so they can be served as a delicacy in Europe and Asia.

You may wish to mention the following:

  • An opinion poll conducted this month reveals that an overwhelming majority of Texas voters (72%) are opposed to the slaughtering of horses for human consumption.  When asked “Do you favor or oppose changing state law to legalize the slaughter of horses and foreign export of horsemeat for human consumption?” 77% of those polled said they opposed.
     

  • The transportation of horses to slaughterhouses is cruel. Horses are often transported in overcrowded double decked trucks that prevent them from standing upright causing severe head, back and neck injuries. Horses are hauled across the country and may spend days in these conditions with little or no food, water or rest.

  • The slaughter method used to kill horses is inhumane. Current methods used do not comply with the 2000 Report of the American Veterinary Medical Association Panel on Euthanasia, and horses may endure repeated stuns or blows and may remain conscious while being dismembered.

  • Since horses are not raised for human consumption, slaughterhouses and their “killer buyers” acquire horses from dubious sources. These can include horses who have been stolen, horses purchased under false pretences, federally protected wild horses and Premarin foals.  Based on numbers collected from the California Bureau of Livestock Identification, horse theft has decreased by approximately 34% since the 1998 ban on horse slaughter.

  • Horse industry organizations opposed to this bill include: the National Thoroughbred Racing Association, The Breeders’ Cup Limited, Fasig-Tipton Horse Sales Company and the Thoroughbred Retirement Foundation.
